Halifax Regional Municipality sets precedence with Anti-Black Racism Strategy and Action Plan

To better understand why Halifax Regional Council made addressing anti-Black racism a priority, it is important to gain a better insight into what anti-Black racism is all about.

Anti-Black racism is an everyday structural discrimination encountered by Black people all over the world. As Benjamin (2003) and Kumsa et al. (2014) describe, it is “a virulent form of racism that is directed against Black people and their resistance to such oppressions.”1 As a structural discrimination, anti-Black racism encompasses perennial prejudice, discriminatory attitudes, negative beliefs, stereotyping, and other forms of discrimination, overt or covert, directed at people of African descent globally.

There is a long history of anti-Black racism in Canada. Slavery was part of Canadian society at the height of the transatlantic slave trade and systemic discrimination towards persons of African descent was an everyday reality for early Black pioneers. Many of these early pioneers faced segregation across institutions and in every aspect of life. They contended with discrimination in employment and education; they fought against exclusion from public places such as restaurants and theatres; and they were constantly underserved with public amenities that many in the mainstream took for granted.

This cycle of systemic oppression has become entrenched in every facet of society and operates explicitly and implicitly at individual, community, and system levels.

Dismantling Anti-Black Racism at the Municipal Level

The impact of anti-Black racism is pervasive. It cuts across every aspect of the society and side lines individuals of African ancestry socially, politically, economically, and spiritually. Anti-Black racism is a clear and present danger that calls for an urgent and decisive response from all levels of society.

Halifax Regional Municipality recognizes that discrimination and systemic barriers are present in all facets of society. As an organization, the municipality is not immune to the variety of forms that discrimination takes within its structure, the community, and beyond. Similarly, the municipality acknowledges the unique and nuanced impacts of anti-Black racism as a specific form of racism experienced by Black people. It is therefore important that, as a public service organization, the municipality acknowledges anti-Black racism within its structure and in how its services are provided to the Black community.

In light of this reality, the municipality’s responsibility and commitment to dismantling anti-Black racism has been heightened and demands a decisive organizational response. The approach and context for a municipal Anti-Black Racism Strategy and Action Plan is one of collaboration and engagement internally and externally.

The intent is to build on previous and ongoing projects, policies, programming, and recommendations that have already been implemented within the municipality and the work currently underway through its Office of Diversity and Inclusion/African Nova Scotian Affairs Integration Office, and other business units. Partnering with external stakeholders will allow the municipality to leverage decades of community-led efforts to address anti-Black racism and advance an equitable and just society. In addition, several key projects, initiatives, recommendations, policies, and data sources will shape the scope of the municipality’s Anti-Black Racism Strategy and Action Plan.

Halifax’s Anti-Black Racism Strategy and Action Plan

Consideration for addressing anti-Black racism began in 2019 with several discussions with a group of Black employees. This was followed by an apology to these employees, commitment to zero tolerance for anti-Black racism, and the commissioning of an anti-Black racism working group consisting of Black employees to bring back recommendations to the Chief Administrative Officer (CAO) on what addressing anti-Black racism should look like.

The journey to addressing anti-Black racism officially began during a Halifax Regional Council meeting held on July 14, 2020. At this meeting, regional council unanimously, and formally, proclaimed the United Nations International Decade for People of African Descent. With this proclamation, regional council paved the way to begin the work of combating anti-Black racism with respect to municipal service delivery within the organization and across the municipality. They did so by formally adopting a motion requesting the CAO to develop an anti-Black racism action plan in support of the proclamation and return to regional council for its endorsement.

With the process set in motion, a project charter was created in the fall of 2000 to guide the development of an Anti-Black Racism Strategy and Action Plan. Through this project charter, five key objectives were identified as the pathway for the process:

  1. Address the issue of anti-Black racism in the municipality with respect to municipal service delivery.
  2. Build upon the work that has taken place and that is underway regarding discrimination and barriers and create a new and refreshed strategy and action plan to address organizational gaps and needs.
  3. Develop an anti-Black racism lens to guide corporate decision making.
  4. Create an anti-Black racism steering committee to advise on and implement the goals of the Anti-Black Racism Strategy and Action Plan.
  5. Integrate the considerations of both internal and external partners into all recommendations and action items, including recommendations from the Anti-Black Racism Working Group.

Soon after the development of the project charter, an Anti-Black Racism Steering Committee consisting of employees at various levels of the organization and across different business units was created to govern the project. Over seven months, several key milestones were reached as part of the process. These include:

  • Hiring of a full-time anti-Black Racism Program Coordinator in April 2021. The coordinator works closely with the steering committee to lead the development of an anti-Black racism strategy and action plan for the municipality. They also work internally and externally to identify and address factors that contribute to anti-Black racism within the organization, and across the community.
  • Drafting an administrative order for the creation of an African Nova Scotian Council Committee that will advise the municipality on the impact of municipal policies, programs, and services on African Nova Scotians.
  • Creating terms of reference for an Internal African Nova Scotian Advisory Committee. Consisting of staff from across the organization, the committee will provide ongoing monitoring, advice, and recommendations to municipal senior leadership on internal and external anti-Black racism-related issues with respect to municipal government service delivery and coordinate racial equity efforts of business units in the workplace.
  • Exploring a process for potential municipal support for community-led anti-Black racism initiatives and projects.
  • Developing a framework that outlines how, the timeframe, and the various elements of the processes that will ultimately lead to the development of an Anti-Black Racism Strategy and Action Plan.

Collaborative Effort to Address Anti-Black Racism

Addressing anti-Black racism has received support from both the political and administrative arms of the municipality. This has been demonstrated by creating an Anti-Black Racism Strategy and Action Plan and making it an area of focus in the 2021-2025 Strategic Priorities Plan. In addition, the organization has also committed financial resources that will ensure successful development and implementation of the plan.

The process for implementing a municipal Anti-Black Racism Strategy and Action Plan will be a collaborative one. The organization will leverage contributions from subject matter experts and partners, within the organization and across the community. The initiative will build on the foundation developed and information gathered from past and ongoing efforts. This will help craft a multi-year plan with clear and tangible actions that will focus on identifying and implementing specific goals to address the gaps within the municipality and concerns within the community at large.

It is expected that a draft Anti-Black Racism Strategy and Action Plan will be presented to Halifax Regional Council in the fall of 2021.  MW
