A Mother’s Fight for Justice
The family of Karen Henry, a 61-year-old Black woman, has filed a lawsuit against the City of Chicago. Her tragic death in November 2024 occurred when her vehicle was struck by a stolen car fleeing a police chase (blacknews.com). This heartbreaking incident has ignited a crucial conversation about police pursuit policies and their impact on community safety.
Karen Henry was driving on 60th Street near State Street on Chicago’s South Side when the collision happened. The stolen car, actively pursued by police, slammed into her vehicle, causing fatal injuries (blacknews.com). Her mother, Bethel Branford, filed the lawsuit in Cook County Circuit Court. She alleges that Chicago Police Department officers initiated the chase without proper permission, a clear violation of CPD policy (blacknews.com).
The Dangers of Police Pursuits
Police pursuits, especially in busy urban areas like Chicago, carry significant risks to public safety (blacknews.com). The chase involving Karen Henry’s vehicle culminated in a violent crash that also involved a CTA bus, injuring nearly a dozen people (blacknews.com). This incident is not isolated. In June 2025, three Chicago police officers were injured when their squad car crashed into a tree during a pursuit of carjacking suspects in Belmont Cragin (chicago.suntimes.com). The suspects in that case were not even apprehended.
Attorney Antonio Romanucci, representing Henry’s family, stated that the officers showed “reckless disregard” for public safety (blacknews.com). He argued that the risk of the chase far outweighed the need to apprehend the suspects (blacknews.com). This perspective highlights a critical tension in law enforcement: the balance between catching suspects and ensuring the safety of innocent bystanders.

CPD’s Pursuit Policy Explained
The Chicago Police Department has a specific vehicle pursuit policy, which was revised just weeks before a fatal 2020 crash (news.wttw.com). This policy requires officers to weigh the need for immediate apprehension against the public danger posed by offenders who are trying to get away (news.wttw.com). This is often referred to as a “balancing test,” where officers must continuously decide if the need to catch someone outweighs the threat the pursuit poses to public safety (blockclubchicago.org).
Furthermore, the revised policy ensures that no officer can be disciplined for choosing to end a pursuit (news.wttw.com). For vehicle pursuits, marked police cars are required to lead the chase and activate their lights and sirens (news.wttw.com). The policy also reminds officers that alternatives to pursuits exist, such as taking cover, apprehending the person later, or using air resources like helicopters (blockclubchicago.org). These guidelines are meant to reduce the risks associated with high-speed chases in populated areas.
The Balancing Test in Police Pursuits
Police officers are required to continuously weigh the need to catch a suspect against the potential danger a pursuit creates for the community and themselves.
The Financial Burden of Pursuits
Police pursuits do not only carry a human cost; they also come with a significant financial burden for taxpayers. For example, Chicago paid $62.5 million to the family of Da’Karia Spicer, a young girl killed during a 2020 police chase (news.wttw.com). This substantial payment highlights how costs arise from legal settlements for fatalities or injuries resulting from police pursuits (news.wttw.com).
The fatal crash that led to this settlement occurred just weeks after the Chicago Police Department changed its policy for vehicle pursuits (news.wttw.com). This suggests that such incidents and their financial implications can indeed influence policy revisions (chicago.suntimes.com). The Karen Henry lawsuit similarly aims to hold the city accountable and bring about changes in police pursuit policies to prevent similar tragedies (blacknews.com).
Significant Police Pursuit Settlement
Broader Scrutiny of Police Conduct
There is ongoing scrutiny and concern regarding police conduct and its impact on communities, particularly minority populations (theblackwallsttimes.com). The criminalization of children, especially for minor, non-violent incidents, is a broader trend in American law enforcement (theblackwallsttimes.com). Research indicates that early interactions with the criminal justice system increase a child’s likelihood of future encounters with police (theblackwallsttimes.com).
Critics argue that the full scope of police violence extends beyond just fatalities (theblackwallsttimes.com). It encompasses numerous instances where police use violence and individuals survive (theblackwallsttimes.com). In Chicago, Black and Latino neighborhoods are disproportionately affected by traffic enforcement, including speed camera programs (redlineproject.news). This is due to decades of urban planning decisions that prioritize enforcement over infrastructure improvements (redlineproject.news).
Seeking Accountability and Real Change
The lawsuit filed by Karen Henry’s family is a powerful step towards seeking accountability for her senseless death (blacknews.com). Bethel Branford expressed her devastation, stating that her daughter’s death “could have been avoided if the Chicago Police had prioritized community safety over the car chase” (blacknews.com). Her words resonate with many who believe that the risks of police pursuits often outweigh the benefits.
The family hopes their lawsuit will lead to “real change” and prevent future incidents (blacknews.com). This pursuit of justice is not merely about financial compensation. It is about pushing for policy reforms that prioritize the lives of community members, especially in areas already burdened by systemic inequalities. The outcome of this lawsuit could set a precedent for how police pursuits are managed in Chicago and potentially beyond.
Risks Faced by Law Enforcement
It is important to acknowledge that law enforcement personnel also face significant dangers in their line of duty. The death of Chicago Police Officer Krystal Rivera in June 2025 highlights these risks (blockclubchicago.org). Hundreds of police officers and mourners gathered for Officer Rivera’s funeral, emphasizing the profound impact of such losses on the police community (blockclubchicago.org). This tragic event serves as a reminder of the complex and dangerous environment in which police operate.
However, the dangers faced by officers do not negate the need for policies that protect the public from unnecessary harm during police actions. The challenge lies in finding a balance that ensures both effective law enforcement and maximum public safety. The lawsuit brought by Karen Henry’s family is a critical part of this ongoing conversation, pushing for a future where such preventable tragedies are no longer a reality for Chicago’s communities.
