Racial Justice and NC Law Enforcement
Wake County District Attorney Lorrin Freeman dismissed over 180 cases involving North Carolina State Highway Patrol Troopers Garrett Macario and Matthew Morrison. Freeman dismissed the cases because dashcam and bodycam footage showed the troopers providing false or misleading information to Raleigh police. This occurred during an investigation in October 2024 concerning a crash that led to a fatality (ABC7 Chicago).
Most of the dismissed cases were related to DWI offenses. However, the dismissals also impacted cases involving hit-and-run incidents, reckless driving, and speeding. Some defendants, consequently, had blood alcohol levels significantly above the legal limit. Freeman stated that the officers’ credibility had been jeopardized. She explained, “When that’s in question, we have a responsibility not to move forward” (ABC7 Chicago).
NC Troopers: Details of the Investigation
The investigation into Troopers Macario and Morrison began after a tip. The tip concerned the officers’ conduct in connection with an October 2024 chase and crash on Raleigh’s Capital Boulevard. Dashcam footage showed dishonest interactions between Macario and officers in Raleigh at the scene (ABC7 Chicago). The State Bureau of Investigation (SBI) is conducting the ongoing probe (YouTube).
The SBI investigation will examine all the evidence and determine whether criminal charges are warranted against the two troopers. This case, therefore, highlights the importance of transparency and accountability in law enforcement. Relying on accurate officer testimony is fundamental to a functioning justice system.
DWI Cases Dismissed in Wake County
The mother of the victim publicly criticized the alleged cover-up. She demanded justice, emphasizing the racial injustice aspect of the case (Atlanta Black Star), (Atlanta Black Star). This case has resonated deeply, raising concerns within the Black community and beyond.
Victim advocates, including Mothers Against Drunk Driving (MADD), stated that the case was frustrating. They emphasized the consequences for public safety, that repeat offenders may evade legal repercussions. Ollie Jefferson of MADD highlighted the potential risks associated with drunk driving, adding, “It frustrates the victims even more.” While the dismissals are troubling, DA Freeman underscored the importance of integrity. She acknowledged it was a “frustrating” situation (ABC7 Chicago).
Key Players in the Case
Several individuals and organizations have played key roles. DA Lorrin Freeman decided to dismiss the cases. Troopers Garrett Macario and Matthew Morrison gave the false information and are, as a result, under investigation. Meanwhile, the SBI is conducting the investigation (YouTube). Finally, Ollie Jefferson spoke out on behalf of MADD.
These individuals represent the various sides: victims, law enforcement, and prosecution. Therefore, their actions and statements will be critical. They will shape the narrative and outcome of this high-profile case.

What is the SBI?
The State Bureau of Investigation (SBI) is a crucial state-level law enforcement body based in North Carolina. Established in 1937, it functions to assist local law agencies and holds jurisdiction in specific areas, including crimes involving arson and drugs (YouTube).
The SBI helps with forensic analysis, crime scene work, and criminal identification. As an independent entity, its findings are intended to be impartial. This independence is crucial to cases like the one with Troopers Macario and Morrison to ensure objectivity (Justia US Law).
